The 9x21 caliber was developed in Italy to circumvent restrictions on 9x19 Luger, which was reserved for military and police. Ballistically, 9x21 and 9x19 are nearly identical in pressure, velocity, and bullet characteristics, with the primary difference being the 2mm longer case of the 9x21. While 9x21 can be advantageous for competition guns requiring longer overall lengths, 9x19 is generally preferred for its superior reliability and wider availability.
