Garland case, finding it likely unconstitutional and a violation of the Administrative Procedure Act (APA). The court rejected the ATF's claim that the rule was interpretive, stating it was legislative in substance and failed the 'logical outgrowth test' due to significant deviations from the proposed rule. This decision grants a temporary injunction for FPC, GOA, and SAF members, preserving the status quo pending further review by the district court.
